What is a PAS reporter?
A PAS reporter is a farmer or entrepreneur who did not have to apply for a permit for activities that emit nitrogen during the Nitrogen Action Programme (PAS), as long as the emissions remained below a certain threshold. They could suffice with a notification of their nitrogen emissions. However, after a ruling by the Council of State in 2019, this regulation was declared invalid. As a result, these farmers, through no fault of their own, ended up in an illegal situation and must still apply for a permit to allow their company to operate legally.
