Why the number of inhabitants in Borne is growing rapidly and in Oldenzaal it is actually shrinking

Nowhere in Overijssel have so many people been added in recent years as in Borne. The number of inhabitants increased by more than a tenth between 2016 and 2024. Oldenzaal is the only odd one out in the province: the number of inhabitants actually decreased there. Where do these regional differences come from?
