Rome, 20 July 2024 – at the Presidency of the Lazio Region, an agreement was signed a memorandum of understanding aimed at facilitating collaborative relationships between the Lazio Region and the Regional Command of the Guardia di Finanza Lazio on the subject ofpublic spendingwhich will concern, in particular, health spending, structural funds and economic-financial illegality.
The purpose of the agreement is to improve the overall effectiveness of interventions to protect the legality of administrative activity relating to the use of public resources, through the prevention and fight against any violation, regulating methods of coordination and cooperation suitable for supporting economic and financial legality and strengthening actions aimed at spreading the culture of legality.
In this context, particular attention will be given to public support and financing measuresin particular with regard to the prevention, detection and rectification of fraud, corruption, conflicts of interest and duplication of funding.
With regard to health expenditure and other economic-financial crimes, the Lazio Region will provide the Regional Command of the Guardia di Finanza with qualified information inputs that it has become aware of by virtue of the functions exercised, selected on the basis of preliminary investigations. The Lazio Region may also allow access to its databases, providing technical and organizational measures suitable for guaranteeing the security of connections and selective access to the information necessary for the purposes pursued.
The Departments of the Lazio Regional Command of the Guardia di Finanza will be able to use, within the scope of their institutional tasks, the data and elements acquired to guide and strengthen the action of prevention, research and repression of economic and financial crimes to the detriment of the budget of the Region, the State and the European Union.
In order to achieve the objectives of the Memorandum of Understanding, it is also foreseen that: a comparison between the parties, including through periodic meetings, aimed at identifying the sectors most exposed to risk profiles, on the basis of the elements of anomaly most frequently detected during the specific functions attributed by the legislation to the competent regional structures or as a result of the investigative activities carried out by the Guardia di Finanza.
The Guardia di Finanza represents an irreplaceable garrison of economic and financial security for the country, protecting the budgets of local public bodies, the State and the European Union.
