The new Batman comic shows us Gotham City as one of the cities most plagued by DC Comics villains

In the history Twenty-Seven de Scott Snyder, Sean Murphy, Matt Hollingsworth y Steve Wands, Bruce Wayne wakes up in an unknown Batcave only to encounter a much older version of himself. This clone must decide whether to follow in Batman's footsteps and face new allies and enemies, such as the enigmatic Backwards Man. The Gotham Reality Machine and Fate
The real reason behind the perpetual appearance of villains in Gotham lies in Detective Comics 2022 Annual #1. In this story, written by Ram V and Christopher Mitten, the existence of a “reality machine” placed by the Orgham family under Gotham. This machine creates “memories” that the city is forced to relive again and again. One of these perpetual memories is the murder of the Wayne family. No matter what happens, there will always be an influential family murdered and an orphaned child.. This cyclical story also extends to the villains that emerge in Gotham.
Even before Bruce Wayne took on the mantle of Batman, Gotham was already plagued by criminals and supervillains. Characters like Sportsmaster and the Reaper were already wreaking havoc on the city when Alan Scott, the first Green Lantern, watched over Gotham. Gotham's eternal fight against evil
Through different versions and alternate futures of Gotham, as shown in Twenty-Seven, we see that the city always faces new challenges and villains. Although Batman is a constant, the villains do not depend on his presence to emerge. This underlines the idea that Gotham City is condemned to always be under the shadow of crime and villainy.
It's tempting to say that Batman is the cause of his villains, but the truth is that Villains would exist with or without Batman. The Dark Knight was created by the tragedy of a random crime, and while the Orgham reality machine may influence these events, Batman's need to fight crime is undeniable. Batman needs villains to justify his existencebut the villains don't need Batman to try to destroy her.
