To have his name approved by the eligibility committee, Xingozinho presented incomplete documents in order to attest to four years of experience in a commission position or function equivalent to the DAS-4 level in public administration.
According to the CGU, the then candidate for director included periods in which he worked in positions with lower status, as parliamentary secretary in Silveira's cabinet, at the time when he was a federal deputy, and as the politician's institutional development advisor at the time he that he was secretary of the Minas Gerais government.
In this specific case, several employees under Silveira's umbrella occupied positions above Xingozinho, including the general director of the Metropolitan Agency, directors of this agency and advisors who had better positions and salaries.
Xingozinho also mistakenly included in the account a period longer than that held by him in the Belo Horizonte City Hall, during the administration of Alexandre Kalil (PSD), due to Silveira's influence.
In two cases, the director of ENBPar presented a false start date for status positions so that they could be counted in the analysis of his participation on the board, misleading the board of directors.
Technicians from the CGU State-Owned State Audit Department checked the documents presented by the director and data available in Official Gazettes. The analysis counted just over 3 years of experience in positions with the status required by law to occupy the position at ENBPar.
