From 15 April 2024, according to executive decree number 89 of 14 March 2024, the Single Document introduced on 4 May 2020 will no longer be used for used car mini-passages. A Mini-transfer Certificate on A4-sized white paper, printed by the dealership, will be required of cars selling second-hand cars (which will not be valid for road traffic). This concerns concessionary passes granted by the State when a car is sold to a dealer.
What is a mini-transfer certificate?
The Minivoltura Certificate is a document that contains numerous elements including vehicle data (such as license plate, chassis, homologation, international category, make and model, destination and use, power, maximum mass and capacity) and the details of the holder, the address of the office or residence, the progressive number of the PRA formality and the date of the deed of sale. For detailed operating instructions, a further ministerial circular is awaited.

“Mini-transfer” refers to the process of transferring ownership of a vehicle between individuals or from an individual to a used car dealer or dealer. With the new certificate the professional will not pay either the IPT (Provincial Transcription Tax) or the stamp duty (regional property tax), but will pay half of the normal emoluments to the PRA (Public Automotive Registry, managed by the ACI), as required by the Dini decree 446/1997. The legislator's objective is to simplify and reduce expenses: in 2023, 2.5 million mini-transfers were recorded (+13% compared to 2022), with a cost of 400 thousand euros for the forms.
