Vegeta has always been the eternal second in Dragon Ball except on rare occasions.
Vegeta is also capable of reaching the God phase of Super Saiyan.

Although it is in a certain sense the second in the franchise, it cannot be denied that Vegeta is one of the best Dragon Ball charactersgiving rise to the fact that for years we have been able to see how this has turned from an enemy of Goku to his greatest ally in battle, which has also caused his prominence in Dragon Ball Super to have risen to the clouds, which It goes hand in hand with the fact that fans have chosen Vegeta’s best moment in this series out of all the ones there are.
Now, although Vegeta has proven to be a better father than Goku, that does not mean that this one surpasses him in battles, his goal being to be stronger than him and even constantly reach him, thus giving rise to him also managing to transform into Super Saiyan God. However, although he did it after Goku, it seems that I could have taken the lead.
Baby could have been the first Super Saiyan God while possessing Vegeta in Dragon Ball GT
In the Battle of the Gods movie and the first arc of Dragon Ball Super we could see that Goku unlocked this transformation with a ritualbeing that it has been related to one seen in Dragon Ball GT that could have caused it to Vegeta would have reached the Super Saiyan God phase long before its rival.
This is because in chapter 29 of Dragon Ball GT it can be seen that Vegeta (possessed by Baby) called other Saiyans from Earth to give him their power, thus giving rise to Gohan, Goten, Trunks and Bra united to give him their strength, this being exactly the same ritual as the one seen to invoke the Super Saiyan God, only with one less member. It should be noted that this was the same problem that Goku had before learning that Videl was pregnant with Pan, who served as the fifth Saiyan.
However, the curious thing is that if Pan had been possessed by Baby at this point, the mutant could having reached the Super Saiyan God phase, thus becoming the first to achieve it. Now, that does not mean that surely this event would not have occurred as such because at that time this transformation had not been created by Toriyama, but it makes it clear that Vegeta would have the potential to overtake Goku without messing up.
