A Captain America 4 theory has Marvel fans freaking out. New World Order will be released in 2024. However, the project has already got MCU fans thinking about who the big bad guy could be. It has already been confirmed that Tim Blake Nelson will return to the MCU as The Leader. The film will mark his first appearance since The Incredible Hulk (2008). But his motives and goals remain a mystery. And he is by no means the only threat that could appear. HYDRA, for example, has long been one of the Sentinel of Liberty’s fiercest enemies. Now that Sam Wilson officially carries the mantle, it makes sense to pit him against an organization that gave Steve Rogers no let up.

A new theory from Reddit holds that Marvel Studios has already tipped its hand on HYDRA’s presence in Captain America 4. Arnim Zola refers to a “new world order” engineered by HYDRA during the events of The Winter Soldier (2014). That directly matches the title of the fourth Sentinel of Liberty movie. A reference that cannot go unnoticed. If the theory is true, The Leader may be a long way from Sam Wilson’s biggest problem in his future.
The meaning behind the title ‘New World Order’
The term “new world order” first appeared in a 1990 speech by then-President George Herbert Walker Bush. He was referring to the recent invasion of Kuwait by Iraq that led to the first Gulf War in 1991. More generally, he was referring to the collapse of the Soviet Union, the end of the Cold War and the consequent change in world politics. Over time, the term took on more actively sinister connotations. And it’s often been used on TV and movies as shorthand for any villain plotting global domination. Now, directly, it is the title chosen by Marvel Studios for Captain America 4.
‘New World Order’ could mark the future of the UCM
Arnim Zola uses the term in The Winter Soldier after Steve Rogers and Natasha Romanoff discover his consciousness lurking in a deeply hidden computer system. In true maniacal supervillain style, he reveals how HYDRA systematically infiltrated SHIELD and used figures like the Winter Soldier to manipulate world events.. “Once the purification process is complete, the new world order of HYDRA will emerge,” promises the villain. And it seems that Marvel Studios is leading us there in Captain America 4.
