Arnim Zola refers to a “new world order” engineered by HYDRA during the events of The Winter Soldier (2014). That directly matches the title of the fourth Sentinel of Liberty movie. A reference that cannot go unnoticed. If the theory is true, The Leader may be a long way from Sam Wilson’s biggest problem in his future.

The term “new world order” first appeared in a 1990 speech by then-President George Herbert Walker Bush. He was referring to the recent invasion of Kuwait by Iraq that led to the first Gulf War in 1991. In true maniacal supervillain style, he reveals how HYDRA systematically infiltrated SHIELD and used figures like the Winter Soldier to manipulate world events.. “Once the purification process is complete, the new world order of HYDRA will emerge,” promises the villain. And it seems that Marvel Studios is leading us there in Captain America 4.
