1. Venezuela

According to the Global Organized Crime Index, Venezuela is a country with high crime activity. That’s because organized criminal groups have contributed to an increase in killings, kidnappings, extortion and violence.
The Venezuelan government is also barren in law enforcement. {the government often blames Colombian criminals as the sole source of violence and crime. Venezuela has failed to criminalize corruption, money laundering and human trafficking in a comprehensive manner.
Venezuela is at high risk for money laundering and terrorism financing due to a lack of political will, an unstable economy, limited bilateral cooperation, and weak anti-money laundering oversight and enforcement. The largest proportion of money laundering is generated by drug trafficking, as well as corruption and smuggling.
The market for synthetic drugs and heroin appears small in Venezuela, although a heroin trafficking route does exist between Venezuela and Puerto Rico. Cocaine, which is produced in neighboring Colombia, is Venezuela’s biggest criminal market.
