Denpasar Sound – The Governor of West Java (West Java), Ridwan Kamil has the view that bureaucratic reform has transformed into four levels.
Emil conveyed four levels of bureaucratic reform, Ridwan Kamil’s greeting was conveyed by the 2023 Personnel Coordination Meeting at the Pullman Hotel, Bandung City, Tuesday (30/5/2023).
The governor, who will serve until September 5, 2023, said that adaptive bureaucratic reform is one of the characteristics of developed countries.
“The three characteristics of a developed country are maintained economic growth, quality human resources, and continuous bureaucratic reform or keeping up with the times,” said Kang Emil as quoted from the West Java Government website.

The governor is of the view that bureaucratic reform has transformed into four levels. The first is the regulatory bureaucracy. This bureaucracy views that every activity must be based on rules.
“There are rules, then there are activities, and vice versa. This is a very rigid bureaucracy that makes innovation die,” he said.
The second level of bureaucratic reform that is currently being implemented by the majority of agencies in Indonesia is the reform bureaucracy.
Ridwan Kamil said the weakness of the bureaucratic reform was that they considered development to be the business of bureaucrats.
“The weakness is that people who are not ASN can’t be involved in the administration of development,” he said.

Meanwhile, the level three bureaucracy that is now the focus of the West Java Provincial Government is a dynamic bureaucracy.
Every citizen who loves West Java is allowed to be involved in development and policy.
Through the pentahelix ABCGM collaboration scheme, development in West Java is now more effective.
“West Java is now focused on level 3, so all those who love West Java I collect, facilitate, in making decisions as well as discussing it first with various parties.”
“For example, I founded the Jabar Digital Service unit filled with young people. There are 1,000 problems, so there are 1,000 applications,” explained Ridwan Kamil.
The fourth level of bureaucracy which is one of the characteristics of developed countries is digital bureaucracy.
The 2023 Personnel National Coordination Meeting was opened virtually by Indonesian Vice President Ma’ruf Amin.
The theme raised at this year’s National Coordination Meeting is Talent Management 2030: Smart, Agile, and Emphaty.
