Police and customs discovered the locations and the water pipe tobacco after checking a delivery van in the Hengelo area. In the van, agents saw barrels that contained glycerine, according to the label. There was also packaging material for hookah tobacco in the van. This prompted the agents to call in customs. Customs officers find a few small containers with hookah tobacco in the cargo area of the van.
