The Pokémon Bank is one of the many apps in the Nintendo 3DS eShop, the virtual store that will disappear very soon.
The official closure of the Wii U and 3DS eShop means that players will no longer be able to purchase new products. It will still be possible to download content that you have previously downloaded. However, all titles that you have not acquired will be out of reach.
