The proposal to the State Secretary for Asylum has been drawn up by BurgerBelangen, VVD, PvdA and ChristenUnie Enschede and is supported by a large majority of the Enschede council. There are a number of hard conditions: for example, the azc may be there for a maximum of five years and consultations must be held with the council every year that it is extended. The parties also do not want safe residents, a group that often causes nuisance in and around azcs, in the reception.
