The municipality is becoming more reserved, but the COA perseveres. At the beginning of June 2022, the ‘coercive option’ will be put on the table. “Announced that if they do not cooperate, then coercion is real and they will lose control,” writes Joeri Kapteijns, director of COA, in an internal memo. Kapteijns indicates that he prefers ‘to do it voluntarily, which creates a win-win situation’.
