The municipality of Twenterand denied that this is possible. But according to the Council of State, Vastned is right. If the municipality had wanted to allow more shops here, it should also have investigated the consequences, the Council believes. That still has to happen or the municipality has to adjust the plan in such a way that only a supermarket is possible on the site of the new Aldi.
