Mayors who have a professional football organization (BVO) in their municipality want the clubs to apply for a permit in advance for every match in the future. The permit must state what the risk of the competition is and how safety is arranged. Clubs with supporters who do not comply with the permit conditions will be punished, ranging from a warning to a penalty or playing without supporters.
