They are regularly at the top of lists of the safest municipalities: Tubbergen and Dinkelland. Where in other rural centers a drug lab or cannabis farm is sometimes broken up, it simply does not seem to occur in the ‘noaber power municipalities’. Or are we not looking closely enough?
