Suara.com – The revitalization of Taman Ismail Marzuki (TIM) has again reaped polemics. This is because the Business Competition Supervisory Commission (KPPU) received reports of alleged collusion or conspiracy in the tender for the trillions project.
This was conveyed by KPPU through the official Instagram account @kppu_ri. It is known that this project began work in 2019 during the era of former Governor Anies Baswedan and was divided into three stages.
“While the revitalization was still underway, KPPU received reports of alleged conspiracy or collusion in the third phase of revitalization procurement,” said KPPU RI quoted on Friday (20/1/2023).
There were parties who were reported in this case, namely the tender executor, PT Jakarta Propertindo (Perseroda) (Reported Party I), PT Pembangunan Perumahan (Persero) Tbk (Reported II), and PT Jaya Construction Manggala Pratama Tbk (Reported III).

Initially, the stage 3 revitalization procurement was carried out by the Procurement Team which was formed on April 21, 2021. Tender evaluation was carried out through scoring with an assessment of two types of documents, namely administrative and technical, as well as price.
There were five participants who submitted bidding documents, namely PT Waskita Karya (Persero) Tbk, KSO PP-JAKON, PT Wijaya Karya Gedung Gedung (Persero) Tbk, PT Adhi Karya (Persero), Tbk, and PT Hutama Karya (Persero), Tbk. .
From the evaluation results, respectively PT Wijaya Karya Gedung Gedung (Persero), Tbk, PT Adhi Karya (Persero) Tbk, and KSO PP-JAKON were ranked 1 to 3 in the tender.
“The results of the tender were submitted to the Director of Human Resources and General Affairs to the Reported Party I. However, on June 21, 2021, the person concerned did not approve the results of the tender and asked for a re-tender,” said KPPU.
In the second tender, four participants submitted bidding documents, namely KSO PT Waskita Karya (Persero), Tbk-PT MSP, PT Adhi Karya (Persero) Tbk, KSO PP-JAKON, and PT Wijaya Karya Gedung Gedung (Persero), Tbk. .

From the evaluation results, KSO PP-JAKON and PT Wijaya Karya Gedung Gedung (Persero) Tbk were ranked first and second in the tender.
The results of the tender were then conveyed by the Director of HR and General Affairs of the Reported Party I, and on August 16, 2021, the PP-JAKON KSO was determined as the winner of the tender.
Then, the investigators of the KPPU’s prosecution assessed that it was suspected that the Reported I had attempted to conspire or collusion by canceling the first tender on June 21, 2021.
The act of canceling the tender is considered as an act of facilitating which is categorized as an act of conspiring.
“Cancellation of a tender without a clear and transparent reason is categorized as an abuse of authority which harms the bidders, so that all elements of violations of Article 22 of Law No. 5 of 1999 are fulfilled,” he said.
