Public transport, the essential levels of performance must in fact always be satisfied: analyzes and new proposals
Il Local Public Transport has returned to excel on the pages of newspapers. There is talk of many tariff increasesstarting from Milano where the municipal administration has increased the ticket price to 2.20 Euros, a Ferrara the cost of the travel pass has gone from 1.30 to 1.50 euros, a Foggia from next March the single ticket will cost 1 euro (+10 cents) e Romawhere as early as next August 2023 the price will increase from the current 1.50 euros to 2 euros, with an increase of 33%.
We resume talking about the opportunity to make the public transport service con Bari first Italian capital to make the subscriptions (annual) for the urban transportat a negligible cost of 20 euros/year for all citizens, without limitations by income or time slot and also intended for those who study or work in the city.
But the doubts remain and relate to need (and therefore opportunity) to meet the Essential Performance Levels (LEP), or those that article 117 of the Constitution identifies as a guarantee of all National territory and whose definition belongs exclusively to the State but whose implementation belongs, in addition to the State itself, to the various territorial bodies, including the Regions.
A correct determination of the LEP starts from the identification of civil and social rights which are intended to be guaranteed throughout the national territory and can be traced back to various areas such asinstruction and the trainingthe salutel’social carethe mobility and the public transporttransferred to the various regional territories.
With the law 42/2009 a efficient and supportive federalismrespectful of Constitution, going beyond the criterion of historical expenditure, based precisely on Lep valid for the national territory and financed with reference to the forecast of standard needs. Today we are at the point where this has never happened. An example is provided by the inequalities that arise when comparing two Italian municipalities with the same number of inhabitants. The cases are many, needless to dwell. Not having applied i Lep it meant preventing even virtuous administrations from offer services to its citizens, more education and culture, assistance to the weakest, to create jobs and provide services that are closer to citizens’ needs.
