Ice and the reform that introduces 4 new executives

A little too many executives for a small institution that has about 500 employees in Italy and abroad, it is rumored. The new Regulation “takes into account the establishment of n. 4 general-level management positions, in addition to that of the General Manager, as well as the redetermination of general-level management positions in 33 units”.
The motivation comes directly from Cda pointing out that “in view of the multiple and diversified tasks that the Agency is called upon to carry out for the benefit of the Italian entrepreneurial system and the current competence of the Ministry of Foreign Affairs and International Cooperation on the subject of internationalization, a review process has been launched and business process reengineering, to improve performance that presented more critical operational issues”.
The main purposestherefore, “of such an intervention” are “the increase in qualitative and quantitative efficiency both of the activities financed with promotional funds, and of the services produced and provided to client companies, “the improvement of processes, with positive consequences on the quality of contents, as well as working conditions, with the aim of increasing staff satisfaction”, the “reduction of the number of procedures and therefore of the average duration of the processes themselves”, and finally, the “simplification in the management of human”. In short, according to the top management, the management of the institution was too cumbersome, because all the decision-making flows passed through the general manager causing a slowdown in practices. But from within – they assure – there are strong doubts about the real effectiveness of the reform.
