The design of Bellbolt, a new Scarlet and Purple Pokémon, is related to that of a lost evolution taught years ago.
Just a few days ago we discovered Bellibolt, the new Scarlet and Purple Pokémon which will accompany the Leader and Electrostreamer e-Nigma. A new creature exclusive to Paldea that looks similar to a huge frog with an electric belly, but actually has little new to it. Yes, the design of this new Pokemon from Scarlet and Purple was shown several years ago.
Bellibolt comes from politoed beta design. In 1997, prior to the release of Pokémon Gold and Silver, Game Freak was testing various forms for Poliwhirl’s other evolution, instead of Poliwrath, and these were sneaked into the sprites of a beta version shown in a public demo. To be exact, this form of Politoed was achieved using a heart stone (discarded object) in Poliwhirl.
In Gold & Silver’s 1997 demo, Poliwhirl evolved into Politoed with a Heart Stone — a scrapped item also used for evolving Natu into Xatu, and Eevee into Espeon.

Although not identical, it is clear that the inspiration is there, especially considering what the original sprite was like. It is possible that Game Freak discarded the idea and left it in the trunk of memories until it saw the right opportunity to rescue it, as happened with the evolution of Farfetch’d in Pokémon Sword and Shield.
