On Thursday the Government promulgated the law that reduces to 15 years the term of contributions of civil construction workers to access a pension from 55 years of age. The Federation of Civil Construction Workers of Peru (FTCCP) expects the benefit to be S/930 on average.
The current regulatory framework required these workers to prove a minimum of 20 years of contribution to the pension system, which limited only 0.089% of the sector to access a pension as they could not meet that minimum requirement. In detail, there are more than 389,633 members of the ONP, but only 348 are retired.
Now workers will have to wait 60 business days; that is, until November, so that the Executive regulates the norm and can be made effective.
In this regard, Luis Villanueva, general secretary of the FTCCP, told La República that he hopes that the authorities comply with the deadlines for the regulation. He added that the most important thing is “the calculation of the pension, that will be determined by the Executive. I imagine that they will do a multisectoral job, especially the calculation, which is the most essential in the regulation”, he remarked.
It should be taken into account that the rule states that the last 60 remunerations or income received are considered for the calculation.
For her part, Congresswoman Sigrid Bazán, who is the author of the autograph of the law, after the official publication of the norm, indicated on her social networks that justice was done. “After having seen closely cases of civil construction workers who are unable to obtain their retirement, after years of work and today with health problems, we are proposing this bill that is now law,” she specified.
Looking for better working conditions
It is recorded that in the first quarter of the year 1 million 235,000 people work in the construction sector nationwide, according to the National Institute of Statistics and Informatics (INEI).
Villanueva points out that there are pending demands to improve working conditions. In the first place, they are awaiting the publication of the five occupational safety and health protocols for the civil construction sector, which have already been approved by the Ministry of Labor and Employment Promotion (MTPE).
On the other hand, they request that the weight reduction of cement bags be approved, which currently reaches 42.5 kg and causes different health problems for workers. “A multisectoral commission has been formed to review the weight of the cement bag; it is being asked to go down to 25 kg, as it is in other countries”, he affirmed.
