Zeus ordered Prometheus to be chained in the Caucasus, where an eagle would eat his liver during the day and it would grow back at night to repeat the process for all eternity. Although Hephaestus is reluctant to condemn Prometheus to that eternal and insufferable pain, Kratos he ridicules him by mocking his pity and acknowledging that despite Zeus being an oppressive king, following the law is often tied to instilling fear. This is how justice works and only Zeus himself is free from his punishment.
The personification of police violence and justice
