At the climax of Dragon Ball Super, Goku obtained a new transformation officially known as Ultra Instinct. For whatever reason, it occurred to the community that Shaggy Rogers, a character from Scooby-Doo, had the same power as the pure blooded saiyan. This was the beginning of one of the most popular memes of recent years that, to the surprise of many, is already canon thanks to the video game MultiVersus.
In case you don’t know, the competitive Warner Bros. title brings together multiple company personalities such as Batman, Superman, the Iron Giant, Bugs Bunny, etc. Of course, Shaggy couldn’t miss the party, but what caught his attention is that he will be fighting in the Ultra Instinct version of him.

It is obvious that this was a deliberate decision. However, where did the idea of including the skittish character from Scooby-Doo in the character roster and turn him into a powerful warrior? Was this always in the plans?
MultiVersus devs knew the popularity of Shaggy Ultra Instinct
In declarations for the portal PolygonChris White, technical director and co-founder of the Player First Games studio, confirmed that incorporating Shaggy in his Ultra Instinct state was always in the plans and even assured that it was part of the early stages of development.
“That was one of the first decisions we made, even when the game was very early in concept. In early discussions about what characters we’d like to bring to the table, we saw a Change.org petition that had a large number of signatures and was driven by the community: to see Shaggy in a fighting game.”
The Change.org campaign the director is referring to is the one that sought to get NetherRealm Studios to add Shaggy Rogers into Mortal Kombat 11 as a DLC character. The petition gained a lot of popularity and even caught the attention of Ed Boon himself, co-creator of the franchise. However, Scoony-Doo’s best friend never made it into the game, for obvious reasons.

Finally, Chris White comments that he knew that including Shaggy Ultra Instinct was going to excite the community, which is why they did it. He also claims that everyone on the development team was enthusiastic about the idea and that Warner Bros. allowed it.
