The Senate Chamber approved the question of confidence posed by the Government on Dl bills with 207 votes in favor and 38 against and thus gave the green disk definitive on the provision, in the text already approved by the Chamber. The provision, which had to be converted into law by April 30, contains urgent measures for the containment of electricity costs he was born in natural gasfor the development of renewable energies and for the relaunch of industrial policies.
The law decree provides, among other things, theelimination of electricity and gas system charges for the second quarter of 2022, confirms the tVAT garlic on gas. Arera was then entrusted with the task of reporting on the use of the resources allocated by Palazzo Chigi to cut general charges for electricity and gas bills. Analysis that will have to be sent to the ministries of ecological transition and economy and to the parliamentary commissions by May 16.
The new discipline provides for periodic reporting, distinguishing the electricity and gas sectors, on the basis of the issue of further cost containment measures. The Ministry of Ecological Transition is therefore called upon to field one strategy against energy poverty, to be submitted to public consultation. The GSE will be able to purchase energy from renewable sources, through contracts of at least three years, to distribute it at a price fixed by ministerial decree as a priority to large companies, SMEs and customers in the major islands.
The Dl recognizes the companies with a high consumption of electricitywhich have undergone a significant increase in the relative cost, a extraordinary contribution in the form of a tax credit of 20% of the expenses incurred for the energy component purchased and actually used in the second quarter of 2022. The bonus is also recognized in relation to the expenditure for electricity produced and self-consumed by energy-intensive companies in the second quarter of 2022.
A similar measure also applies to companies with a high consumption of natural gasto which a contribution is made extraordinary in the form of a tax credit of 15% of the expenditure incurred for the purchase of gas, consumed in the first solar quarter of the year 2022, for energy uses other than thermoelectric uses.
The decree also launches a first, substantial, simplification package for the installation of photovoltaic systems. The more streamlined authorization procedures, or limitations of constraints, concern, among others, the strengthening of the plants already installed, agricultural surfaces and historic urban areas. The provision also results ‘vehicle’ for a correction to the mechanism for the assignment of credits linked to building bonuses. An amendment passed in the House elevates from three to four the number of transfers. In particular, banks and intermediaries, if they have exhausted the possible assignments, will be able to carry out a further one in favor of other subjects.
Paolo Arrigonisenator of the League and head of the Energy Department for the party, observes: “The approval of the Bills decree is good, which allocates another 6.2 billion to contain the expensive electricity and gas bills for domestic and non-domestic users in the second quarter of 2022, as well as the of the social energy bonus for vulnerable families. The introduction, for the first time, of the tax credit for energy-intensive and gas-intensive companies for the expenses incurred for electricity and gas and, throughout 2022, interventions in favor of of the road transport sector for expensive fuel and extraordinary contributions to municipalities, provinces and regions “.
The parliamentarian adds in a note: “How League we are particularly satisfied with the acceptance of several of our proposals that will allow important simplifications, for example for the construction of renewable energy plants, also on industrial roofs, and in particular for the introduction of floating photovoltaics to be built on artificial reservoirs. The measure that provides for the sale of the electricity of the Gse at low prices for energy-hungry people, with particular attention to companies on the major islands “.
