The ISEE bonus for the purchase of electric cars will not arrive before the end of the year and perhaps will postpone at the beginning of 2022. It is blocked by a bureaucratic problem, as explained with a video on his Facebook page by the deputy of the Movimento 5 Stelle Giuseppe Chiazzese “In the last budget law when the amendment that was voted and approved was deposited, the amendment itself did not specifically provide for the tax credit mechanism for dealerships who discounted the car and then acquired this bonus, not paying taxes for the same amount as the bonus ». Basically, the way in which the ISEE bonus would be substantially activated was not included and specified in the amendment.
We remind you that this tool was designed exclusively for the purchase of electric cars and for a different audience of beneficiaries from the one who can access the eco-bonus. The two main differences are that you don’t need a scrap car to get the biggest bonus and that the discount was tied to income. Specifically, the electric car to be purchased had to cost less than 30,000 euros plus VAT (therefore about 36,000 euros) and the buyer had to have an ISEE income not exceeding 30,000 euros. At that point, the discount would be paid directly by the dealership, reducing the final price for the buyer and then recovering the shortfall through the tax credit. And here is the key to the problem, as the Hon. Chiazzese.
«This mechanism has not been explained, which works very well and is provided for the other types of bonuses. At that point it was necessary to modify the amendment during the conversion of the Sostegni bis Decree into law, returning to the provision during the examination in the Budget Commission and inserting the concept of the tax credit. However, there has never been this reformulation “says Chiazzese bitterly, who closes by reiterating his commitment to complete the process of activating the ISEE bonus” The 5 Star Movement intends to resubmit this amendment to the next useful provision and then we will have to wait the bureaucratic times of the implementing decree and subsequently of registration with the Court of Auditors. It is likely that the times will lengthen and the implementation of this measure could be postponed to 2022 ”.
